Will there be heroes that have no powers whatsoever and use nothing but guns and/or gadgets?
Does this game allow you to create your own heroes/villians or do just get to use characters that are already in the rules/army list?

Definetly... there is arleady a villian Gentlemen who is a gun toting assasin for hire.

As to creating your own Heroes/Villans. Intially there is no construction rules per se. Supremes are designed to be balanced within the mix. In the future who knows... official rules unlikely.
Morf has indicated that there will be character design competitions and has given a bit of insight in other threads regarding the design process. Im sure homegrown design rules will appear for friendly games.

Gentleman - Pistols or Sniper Rifle
Twilight - Gun and Knives, Teleport Ability
Ace of Wraiths - Pistol wielder with a cursed deck of cards
Gorilla - See that chain gun he is carrying? He is an Ape though.

apparentlty, if ther's a hero that no powers and used nothing but guns and gadgets they may used as follows: hero - use sniper rifle soldiers - use chain guns, grenade, etc k9 dogs - use its sense of smelling to detect something
