Actually, I tend to believe that :ENG +D6 is a lot. He ain't gonna suffer a lot of damage with an action like this one. If you want to keep it like this, make it work only against :ENG or :STR , but not both, or make it a static action : can't use if he has moved this game round, or if he uses it, he cant' move til next turn.
alternatively: make it just D6...

I think you are right that restriction is needed: how about 'doesn't work vs. :MND '?

In addition, instead of the movement restrictions, what about bumping the AP to 3, making it a costly choice but a little simpler to moderate in game play?

Also it can only be used once per round anyway.

One more question:

- I envisage him doing things at odds with the good guys, ie pursuing wrongful actions for what he sees as the greater good of changing his future timeline; do you think that giving him the Hero/Villain tag would be best for this, or Greed?

I say Greed not in a mercenary sense, but instead that it has a slightly different dynamic in terms of rules interactions.

Thoughts anyone?

That's why I put a new skill on Paper, Rock and Scissors: Obsession. Works identically to Greed, but doesn't have the Villainous connotations!

I was thinking of Glaive Strike as resource action. Yes, he would need another exclusive action then.

I envision the weapon as something he is never without, so i think I'll keep it as is rather than try to add in another action.
