I imagine there will be enough models in the set to offer the chance to play Heavy Metal with a Level 3 at 12 lvls as well as 4 Lvl 2s and 4 Lvl 1s...though I may be wrong about that.

I thought exactly as Logan. I planned to play villains but when I saw CORE and Jones on gencon photos i changed my mind and started HM team instead. Jones is an awesome mini. Me wants it asap!

Seriously, I am really enjoying painting up both villains and heroes (just finished #11 this morning - Trail), and there is something to be said for the variety that doing so offers.
