I cant seem to find this in the rulebook, I thought I read it. so a clarification is needed for my group.
If a character is currently in base to base with an enemy, and that character uses Blink with a move action, does moving out of base to base, is the Blinking character immune to free strike?

No, the blinking model is not immune to free strikes as Blink just allows the movement action to bypass walls and obstacles. It doesn't allow you to ignore free strikes.
